I'm in the waiting room while my wife has a minor outpatient procedure. Driving up 85 to Charlotte, I encountered the most irritating driver on the highway: the self-appointed enforcer of speed limits. He was driving a mid-90s Mazda B-Series truck with a matching cap. It looked to be in perfect condition and he was driving 55 in a 60 mph zone in the left lane.
I also saw, a few blocks from the hospital, a Noble M500. It was probably this one that is was said to be spotted in Charlotte.
Here's a ride-along at Carolina Motorsports Park, about a two hour drive from Charlotte:

Sometimes they aren't even trying to be enforcers. They're just oblivious to life.
What annoys me even more is the people that hang in the left lane, and do somewhere between 45 and 85. Pick a frickin speed!

I came across one of those awhile back. It was a Honda Fit with a piece of paper in the rear windshield that said "I DO NOT SPEED" and did just about the same as the guy you described.

Also true, but I still hate them.
Although I think I hate the "PICK A DAMN SPEED ALREADY!!!" people even more.

In his defense and as the ex-owner of a Mazda B2300, they don't go much more than about 70, and that's pushing. 97hp of OHV four cylinder power.
